USCIS lists 30 business days for eligible Form I-765 premium-processing requests. This is a time frame for an adjudicative action, which may be an approval, denial, RFE, or NOID; it is not a promise of approval or EAD delivery.
8 CFR 106.4 requires the relevant prerequisites, form, and fees before the period begins. An RFE or NOID stops the period; receiving the response starts a new full period, not only the days that were unused.
The planner treats an open prerequisites-received or response-received date as business day 1 because the regulation says the period commences on that date. Business days exclude weekends, federally observed holidays, and applicable federal office closures. You must review and enter additional nationwide or regional closures before a date is shown.
The result is a planning date, not live USCIS status, an approval promise, a card-delivery estimate, or a refund and eligibility determination. Fraud or misrepresentation investigations require individual review.

Why must I confirm office closures?
OPM tables cover observed federal holidays, but the regulation also excludes applicable nationwide and regional federal-office closures. The planner cannot safely infer those for your adjudicating office.
Can I use the I-907 payment date as the clock start?
Do not assume that payment alone satisfies all prerequisites. Review the USCIS case notices and current official guidance, and ask USCIS about your specific clock.
Does an RFE mean that premium processing failed?
An RFE is one of the actions USCIS may take within the premium-processing period. Respond according to the notice; a new period starts when USCIS receives the response under the applicable rules.
