CGPA ÷ 10 × 4 gives proportional position between two maxima. It is not an official Indian-to-U.S. GPA conversion.
Institutions can define different letter grades, points, pass marks, credits, and CPI/CGPA calculations even when their maximum is 10.
IIT Bombay's rule is explicit
The IIT Bombay undergraduate rulebook states that its CPI on a 10.00 scale cannot be converted to another scale or percentage simply by multiplying or dividing by a factor. The rulebook documents IIT Bombay's own grade points and calculation.
That directly contradicts presenting CGPA ÷ 10 × 4 as an accurate application conversion.

Do not use a CBSE or another board's percentage convention for a university record unless the issuer explicitly adopts it.
Follow the receiving application
Some recipients accept the original scale. The University of Maryland Graduate School provides one example. Another recipient may require an internal calculation or external evaluation.

Label proportional math correctly
For an 8.2 on a 10-point maximum:
relative position on a 4-point axis = 8.2 ÷ 10 × 4 = 3.28
Call 3.28 a relative scale-position illustration. It is not an equivalent U.S. GPA, does not establish competitiveness, and should not replace the transcript value.

- Read the issuer's current CPI/CGPA regulation.
- Copy the original value and scale.
- Read the recipient's reporting field and instructions.
- Convert only with its named method.
- Obtain an accepted evaluation when required.
- Keep private estimates separate from submitted data.
